Job Description:
Highways Development Engineer
Start: ASAP
Duration: 6 Months Initially with extensions likely
Rate: Negotiable dependant on experience (Inside IR35)
Working Arrangement:Hybrid based in the Midlands
Responsibilities:
* Assess the highway and transport implications of development proposals and in the delivery of highway related schemes
* Assess the transport implications of medium complexity development proposals, make recommendations, report and present findings as the case officer
* Assist in and carry out the technical analysis of Transport Statements and Transport Assessments and similar studies
* Liaise and negotiate with developers and consultants
* Produce highway agreements, generally following a standard format, and the monitoring of their implementation including site visits to inspect, record and review
* Prepare and, where appropriate, present evidence for minor planning enquiries and similar hearings
* Advise internal and external bodies regarding the highway implications of medium complexity planning and regeneration schemes
* Prepare technical plans, invoices, reports and statistics and carry out surveys and consultations
* Monitor and assist in the monitoring of procedures to ensure compliance with relevant legislation and city council policies
* Liaise with and assist city council officers and other appropriate bodies as necessary
* Assist in the preparation of reports and other information for council committees and other bodies as required
* Utilise pre-designed computer programmes and associated equipment as tools as necessary
Requirements:
* Good knowledge and understanding of transport planning policies and issues
* Knowledge and understanding of the use of planning and highway design standards
* Understanding of how infrastructure projects can facilitate regeneration
* Experience in one or more of the following: highway development control, transport planning, traffic engineering, highway design
