Job Description:
Tate recruitment are delighted to be working alongside an established local authority business, looking for a Democratic Services Officer to join their team based in Brighton.
Democratic Services Officer
* Department: Governance, People & Resources
* Contract: 6-month
* Pay Rate: £16.63 per hour
* Work Arrangement: Hybrid working (2 days office-based, 3 days remote)
Purpose of the Job:
Facilitate the council’s democratic process by arranging and servicing meetings and advising on constitutional and procedural matters.
Key Responsibilities-
Meeting Management:
* Arrange and attend Council, Committee, Sub-Committee, Review Panels, and other meetings.
* Ensure meetings run smoothly and follow proper procedures.
* Arrange and attend pre-meetings with Chairs and Deputies.
* Prepare and coordinate final agendas and reports
Documentation:
* Prepare clear and accurate agendas, reports, and minutes
* Circulate documents within prescribed timescales.
* Publish decision lists and communicate decisions to relevant parties.
Follow-Up Services:
* Provide follow-up service post-meetings.
* Communicate decisions to councillors, press, public, and other stakeholders.
* Monitor and report on the implementation of decisions.
Communication and Relationships:
* Maintain effective communications with directors, managers, councillors, and outside bodies.
* Provide advice, information, and research as needed.
Advisory Role:
* Offer advice on the council’s Constitution, Procedural Rules, and Financial Regulations.
* Assist with preparing letters, Notices of Motion, and recording counsellor’s interests.
Additional Responsibilities:
* Administer and clerk Schools Admission and Exclusion Appeals.
* Contribute to briefing and training sessions.
* Prepare reports for various council bodies.
* Publish information on the council’s intranet and website.
* Handle confidential and sensitive issues appropriately.
* Support webcasting of meetings.
Person Specification-
Experience:
* Local government democratic process or similar.
* Minute taking experience
* School appeals experience
Knowledge:
Legislative requirements (Local Government Act 1972, 2000, 2007), roles of council Members, good meeting conduct practices.

Skills:
Excellent communication, report writing, prioritisation, organisational, project management, problem-solving, adaptability, teamwork, initiative, and proficiency with PC-based office applications.

Other Requirements:
Sensitivity to confidential and equality’s issues, willingness to attend out-of-hours meetings.
