Job Description:
*Manage fire risk to protect and safeguard vulnerable individuals.
*Advise on fire-related statutory compliance to ensure business continuity, efficiency, and safety across the building estate.
*Oversee all fire design-related matters, including policy development, emergency planning, and fire engineering design strategies.
*Conduct statutory fire risk assessments to ensure compliance with the Regulatory Reform (Fire Safety) Order 2005.
*Provide expert advice and reports to senior management on legislative compliance, operational performance, and best practices.
*Coordinate and support fire risk safety compliance reviews in third-party managed buildings.
*Specify, commission, and manage fire precautionary works identified by fire risk assessments.
Main Duties and Responsibilities:
*Conduct structural and systems-based fire risk assessments in various building types, including schools, libraries, and industrial properties. Assess the adequacy of AFD, structural compartmentation, and active and passive fire protection measures.
*Lead technical assessments of fire safety compliance in third-party owned/managed properties where the council procures placement services. Liaise with contract monitoring officers, Leicestershire Fire and Rescue Service, and Local Housing Authorities.
*Provide technical fire safety guidance in Project Design Teams within Operational Property Services. Advise on Approved Document B and BB100 (school projects) to meet statutory building regulations, the Regulatory Reform (Fire Safety) Order, and Policy requirements such as the Sprinkler policy.
*Offer fire engineering guidance to internal and external design practices on issues like compartmentation requirements and safe specification of building materials.
*Coordinate and respond on behalf of the Council to proposed changes in legislation and technical guidance documents following the Grenfell Tower fire.
*Represent the Council at Practitioner Group meetings organized by the local Fire & Rescue regarding fire safety issues.
*Provide high-quality reports to senior managers and the departmental management team (DMT) on fire safety issues and legislative changes impacting future building design and management.
*Program, procure, and project manage the installation of fire precautionary works, including producing tender specifications and maintaining control of the maintenance budget for ongoing risk management.
*Test, review, update, and coordinate fire evacuation procedures, liaising with key stakeholders such as other departments, NHS staff, and LFRS.
*Maintain close communication and provide professional advice and support to the Central Health, Safety, and Wellbeing Service.
*Ensure compliance with all statutes, regulations, bylaws, approved codes of practice, standards, and official guidance in all works undertaken.
*Perform any other duties commensurate with the grading of the post as required.
Qualifications and Experience:
*Proven experience in fire risk assessment and mitigation.
*Excellent communication and report-writing abilities.
*Ability to work collaboratively with various stakeholders.
