Purpose of Job
* Provide informed program and advisory support to the Head of Anti-Bribery and Corruption (ABC) in identifying and measuring financial crime risk, uplifting the ABC program and embedding a compliant employee culture.

* Lead on the delivery strategic enhancements of the EMEAABC compliance programme, including ownership of the extensive change deliverables to uplift the ABC framework.

* Assist in developing, updating and implementing the existing ABC policies and procedures to ensure these comply with the relevant laws and regulations and provide clear and accurate support and guidance to Employees.

* Act as subject matter expert on ABC matters, providing advice and guidance to senior management and other key front office and control function stakeholders across the EMEA division as appropriate.

* Work closely with other FCC teams, and stakeholder departments such as Legal, Internal Audit and HR to build a co-ordinated approach to managing bribery and corruption risks.

* Design and deliver training programs for employees, management and relevant third parties.

Background
* Financial Crime Group ("FCG") co-ordinates day-to-day implementation of financial crime prevention efforts in London and across EMEA for banking, capital and global markets businesses. This includes responsibility for governance, oversight and execution of the banking, capital and global markets businesses AML/CTF, economic sanctions, anti-fraud, anti-bribery and anti-corruption systems and controls, including effective use of FCC - related technology.

* The role sits within the organisation’s 2nd line of defence structure and is responsible for supporting the organisation’s financial crime prevention effort by providing specialist Anti-Bribery and Corruption (ABC) advice and guidance, conducting detailed reviews and investigations, management of non-compliance matters related risks and management information (MI) including upward reporting and attendance at Committees such as the company BI Financial Crime Forum and the Risk Management and Steering Committee (RMSC).

Key service priorities for FCGABC include:
* Support staff to comply with the ABC requirements, legal and regulatory obligations, work in partnership with stakeholders from across the business to address ABC risks including non-compliance matters and potential risk exposure;

* Ensure ABC Policies are compliant with applicable regulation and designed appropriately to manage the ABC risk presented by the business.

* Maintain oversight of the UK ABC systems and controls ensuring they remain purposeful, effective, up-to-date end-to-end;

* Identify and analyse financial crime risk within Markets’ business, including in relation to new capital and global markets’ products, services, and business processes;

* Escalate to Senior Management, details of ABC control gaps and weaknesses, ABC including G&E non-compliant activity; report on enhancements and resolutions; and Maintain effective internal and external relationships

Accountabilities and responsibilities
* Horizon scanning to monitor and assess changes to legislation and gap analysis of program to regulatory enforcement actions, including recommendations to address key unmitigated risks are actioned and communicated to the Head of ABC.

* Providing SME advice and guidance to EMEA front office departments to mitigate ABC risk associated with current and potential customers, proposed trades / transactions and raise awareness of financial crime responsibilities.

* Support strategic initiatives by contributing to integration projects; and manage the delivery of proposed uplift and enhancements to the existing ABC program.

* Review and collate accurate and timely MI and reports for senior management and internal committees to ensure accurate visibility on incidents, audit findings and high-risk activities is provided on a timely basis.

* Lead in identifying and strengthening the ABC control framework to proactively prevent or detect financial crime including the writing of applicable policies, procedures and guidelines.

* Prepare reports on ABC activities, including MI, incidents and audit findings for senior management and Committee papers.

* In conjunction with CPD Training unit write and deliver specialist training with regards to Anti-bribery and Corruption across EMEA.

* Maintain ABC resources, intranet pages, ensuring timely updates and communication around key risk typologies and guidance documents.

* Support investigations, audit and monitoring reviews across the wider FCC department as required.

Knowledge, Skills, Experience & Qualifications
* Experience in working within Financial Crime teams specifically Anti Bribery and Corruption and Gifts and Entertainment;

* Good understanding of Corporate and Investment Banking products and services;

* Strong project management skills and ability to demonstrate delivery of program enhancements.

* Well organised with excellent ability to prioritise conflicting work whilst retaining an excellent attention to detail;

* Excellent critical thinking, verbal and written communication skills, especially when faced with challenges.

* Ability to communicate effectively and influence the management team and external parties;

* Strong interpersonal and stakeholder management skills;

* Ability to work effectively in ambiguous or changing situations, with diverse individuals, groups and cultures;

* Degree or Professional Financial Crime Qualification desirable.
