Job Description:
Housing and Land
The Housing and Land directorate is responsible for the Mayor’s plans to deliver new and improved homes and strong communities. Working closely with boroughs and partners, we manage the Mayor’s housing investment programmes and land and property assets to support the building of affordable homes, job creation and regeneration.
We particularly welcome applicants from diverse ethnic backgrounds and/or disabled candidates as these groups are currently underrepresented in our directorate at this level.
About the Team
The Investments team lead on deploying funding and managing the Directorate’s recoverable investments portfolio. In addition, we provide strategic advice and practical management of investments, lead bespoke investments and programmes such as the Homes for Londoners Land Fund and structure/restructure new and existing investments. Investments are focused on residential housing schemes or infrastructure that will unlock residential housing schemes in London.
The team also liaise with central government and other arm’s length bodies such as Homes England to secure funding and ensure it is directed across London to unlock much needed housing.
Principal Accountabilities
We are looking for a senior leader with commercial expertise in residential property development and/or development finance or related fields, along with experience of contract negotiation, deal structuring and programme management. You will be managing a high performing and diverse team of six Senior Investment Managers and two Investment Managers and reporting to the Assistant Director Investment and Operations. You will also sit on the Directorate’s Management Team which includes providing leadership across the Directorate by leading workstreams and opining and providing feedback on decisions.
As the Head of Investment, you will be responsible for:
*Providing appropriate senior professional and technical property and financial advice, guidance and support across the Housing & Land teams on contracting for both interest free (grant and recoverable grant), interest bearing (commercial) loans in relation to land and development finance and long-term investment finance proposals.
*Be a key point of contact with Government and other arm’s length bodies in relation to recoverable investments and securing funding.
*Support the Assistant Director Investment and Operations in identifying and delivering strategic opportunities to grow the GLA’s recoverable investment programme.
*Provide effective and professional leadership as well as management of staff.

*Senior-level experience in, negotiating and managing agreements for the development and/or financing of residential property.
*Senior-level experience of managing a large investment programme.
