About the Role:
As a member of the Business Planning & Performance Management team, you will:
*Ensure a professional, technical, and innovative financial function that meets the needs of the Council and its services, complying with the Local Government and Housing Act 1989 and the Chartered Institute of Public Finance and Accountancy (CIPFA) statutory requirements.
*Manage and report on resources, including a combined spend budget of approximately £100 million (£50 million General Fund, £30 million Capex, £20 million HRA).
*Act as a single point of contact for managing the delivery of Business Planning and Performance Management through efficient and robust transactional finance activities, monthly meetings, budget setting and monitoring, and annual account closures.
*Contribute to, deliver, and manage financial calendars and content plans, particularly for budget setting, monitoring, and closedown, including month, quarter, and year-end activities with a rolling Medium Term Financial Planning (MTFP) that looks six years ahead, ensuring robust, accurate, and timely reporting as required.
About You:
We are looking for a candidate who meets the following criteria:
*Accountancy or finance-related qualification (Essential)
*Business/accountancy/budget management experience (Essential)
*Experience in managing, motivating, and performance-managing cross-business teams (Essential)
*Experience of monitoring and managing financial accounts in a Social Housing or Local Government environment (Desirable)
*Experience in communicating detailed technical information to budget holders (Essential)
*Analytical approach to financial issues with clearly reasoned conclusions and recommendations (Essential)
*Excellent communication skills to explain complex financial issues tactfully and diplomatically (Essential)
*Strong negotiation skills to ensure adherence to budgets and detailed knowledge of local authorities’ financial climate (Essential)
