Job Description:
Are you looking for a great opportunity to play a high-profile and central role in the planning and delivery of the Budget, responses to economic and fiscal forecasts, and delivering other cross-cutting Chancellor priorities ? If so, we’d love to hear from you!
About the Team
The Budget and Finance Bill team is a friendly and encouraging team, which sits at the centre of the Treasury and is responsible for delivering the department’s policy objectives and the Chancellor’s priorities, both through the Budget process and by coordinating cross-department policy and strategy work. The team works with policy specialists across the department to bring tax, spending and welfare policy together into a cohesive package. Our work can be dynamic and fast-paced at times, but we work flexibly as a team to support each other. You may regularly be working on issues prone to hit the newspaper headlines, which means our work is relatable and very interesting. We give team members lots of support and on the job training to help you develop the knowledge and skills needed to do well. Diversity is very important to us, as is team wellbeing, and we have experience with and support flexible working arrangements.
About the Job
In this role, you will:
*Lead the branch responsible for the presentation of the Budget, responses to economic and fiscal forecasts and cross-cutting HMT policy packages – working closely with Spads (special advisers), senior officials and ministers to shape the narrative for the event, overseeing strategic communications around events and working closely with press office, identifying and working with policy leads and the comms team to identify and mitigate presentational risks; and delivering high quality presentational products.
*Be the Deputy Editor of the main Budget document (the ’red book’) and other cross-cutting HMT policy documents. Working closely with the Editor (the E2 Head of Unit) and up to 15-chapter authors from across the department to produce the document and coordinating creation of charts and tables. This involves shaping the narrative for the event, understanding the policy package, and proactively shaping both the story of the event and how it is presented.
*Lead the branch’s work on project management of the Budget and other cross-cutting policy packages. Including owning the overall programme plan, setting key milestones, and working across the department to ensure these are communicated clearly and working and leading on engagement with the printers and parliament to ensure a successful production and distribution process of the Budget or other documents.
For a more detailed list of accountabilities please review the job advert on Civil Service Jobs.
About You
You will work in a fast-paced political environment with opportunities to influence ministers, senior officials and special advisers. You will be required to collaborate with colleagues across the Treasury and you will have the opportunity to gain an insight into the processes and decision-making that underpin the Budget, one of the central strategic functions of the department and a top priority for the Chancellor. We are a friendly team that is dedicated to investing in its people: encouraging development, innovation, and diversity of thought and you will play a key part in driving forward that culture and supporting the team through busy periods.
Some of the Benefits our people love!
*25 days annual leave (rising to 30 after 5 years), plus 8 public holidays and the King’s birthday (unless you have a legacy arrangement as an existing Civil Servant). Additionally, we operate flexitime systems, allowing employees to take up to an additional 2 days off each month
*Flexible working patterns (part-time, job-share, condensed hours)
*Generous parental and adoption leave packages
*Access to a generous Defined Benefit pension scheme with employer contributions of 28%
*Access to a cycle-to-work salary sacrifice scheme and season ticket advances
*A range of active staff networks, based around interests (e.g. analysts, music society, sports and social club) and diversity
