We are seeking a Highway Planning and Development Officer to provide expert advice on highway planning matters, manage legal agreements, and ensure compliance with regulations. This role is crucial in supporting the development of safe and effective infrastructure within the borough.
Key Responsibilities *Act as the highway authority’s statutory consultee, providing advice on planning and development matters under The Town & Country Planning Act.
*Ensure compliance with the Tees Valley Design Guide, DMRB, and Manual for Streets II.
*Manage legal agreements under the Highways Act 1980, including:
*Section 38 agreements for adopting infrastructure.
*Section 278 agreements for improvement works within the adopted highway.
*Section 116 stopping up of highways for development purposes.

*Provide highway advice at planning committees and manage the financial aspects of highway agreements.
*Maintain highway adoption records and manage street naming and numbering.
General Responsibilities *Adhere to the Council’s corporate Health & Safety policies and undertake relevant training.
*Participate in training, development programs, and performance appraisals.
*Maintain confidentiality of all council-related information.
What We’re Looking For *Experience in highway planning, development, and legal agreements.
*Strong knowledge of relevant legislation and design standards.
*Excellent project management and problem-solving skills.
